THE CARTELS’ RESPONSE

Obviously, Mexican cartels aren’t planning to bend to the will of Calderón or the US government. They flout their power, wealth, and influence and continue to kill soldiers, police, and an increasing number of innocents with little concern for the value of human life. While not interested in taking the political reins themselves, cartels actively manipulate governments through bribery and intimidation. Notably, in the fall of 2010, cartel hit men went on a killing spree of over a dozen town mayors across the country. Because the mayors control the police in their towns, this was an easy way for cartels to publicly announce that they won’t tolerate an officeholder who isn’t interested in meeting their demands.

The cartels also routinely go on public relations binges, hanging those banners announcing that the government can’t protect the people. In November 2010, LFM distributed thousands of flyers and posted banners offering to disband as a cartel if the government began providing real protection and opportunities for the Mexican people. There was a lot of debate at the time over the authenticity of the message, but one thing is clear: there are places in Mexico where the cartel response to Calderón’s strategy is making it impossible for the government to provide that security and implement even modest strategies.
